Managing growing demand for Blue Badge services

Blue Badge services play a vital role in helping disabled residents access work, healthcare, education and community services.With 3.07 million Blue Badges held across England as of 31 March 2025 and 1.27 million badges issued during 2024/25 alone, demand continues to grow at a rate of over 8% each year with some councils seeing applications numbers double.

Administration of Blue Badge applications has become more complex, resulting in more applications requiring further assessment. Around 60% of Blue Badge holders require further assessment, meaning councils are managing not only higher application volumes but also a growing number of cases that demand additional checks and evidence reviews.
